Location Optimization of Wind Plants Using DEA and Fuzzy Multi-Criteria Decision Making: A Case Study in Vietnam

The objective of the present paper is to develop a systematic and sustainability-focused evaluation framework determine best locations for wind plants in Vietnam. For decision-making that influences plant site selection, while some criteria can be evaluated based on numerical database, numerous qualitative must under experts’ judgments form linguistic terms represented through fuzzy numbers. In this direction, two-phase multi-criteria decision making (MCDM) methodologies using merits Data Envelopment Analysis (DEA), Fuzzy Analytic Hierarchy Process (FAHP), Weighted Aggregated Sum-Product Assessment (FWASPAS) proposed first time. phase DEA, most potential regarding their efficiency various quantitative are selected. These further assessed second viz. technical, economic, environmental, socio-political factors. evaluation, FAHP was used weighting, FWASPAS ranks provinces. A comparison with existing locations, sensitivity analysis criteria, comparative methods performed support outcomes work. results illustrate all reach common rankings, which Binh Thuan province got highest rank. This shows applied models robust nature. Implementation approach enable governments stakeholders save costs make out resources planning power or any other renewable energy projects.
